The Holland Cliff Shores Association (HCSA) is a 501(c)(3) organization established to maintain the HCSA member owned lot (3037 Abington Manor Dr) and its improvements (pavilion, boat ramp and fishing pier). Further, in support of this mission, the HCSA is empowered to collect yearly dues from the 138 Holland Cliff Shores residences. Homes within the eligible HCSA subdivision boundary are shown on the community plat.

- No. Only the homeowners that pay the $100 annual dues can use the lot/pavilion/pier. Homeowners that pay an additional $225 key fee can use the boat ramp too. Thus, only paying members have access. Members can bring guests but must accompany them at all times.
- Residents who have not paid their yearly membership dues and non-residents will be asked to leave the HCSA community property.
If you are an HCSA member, the pavilion can be reserved for a small donation (fee) if the calendar is free. Please check the calendar (for availability) on the "Calendar" page and then fill out the form on the “Contact” page or email a BoD member directly with your request.
Repairs (and dredging) have been budgeted but not performed by the HCSA due to the lack of sufficient funding and low percentage of paying residents (members).
Paying dues/fees is voluntary per the HCSA charter.
As a 501(c)(3), donations to the HCSA can be deducted from your annual taxes. If you are interested in contributing to the association beyond the annual dues, donation checks made out to “HCSA” can be sent to PO Box 244, Huntingtown, MD 20639 or dropped off in a sealed envelope to any of the HCSA elected members (see below).

- 2023: pier refurbish/replacement
- The HCSA pays annual recurring fees for trash removal, the Port-a-Potty, lights, and insurance.
The HCSA officers listed the maintenance/repair actions for the community lot and related structures/ramp/pier, obtained estimates, and developed a budget plan. We used a data-driven approach with a "slow" long term 15-year schedule that would provide the lowest possible cost per resident that still addresses known requirements. The plan yields a per resident charge of $100 per year for annual dues and additional $225 for key/boat ramp fee. A "faster" schedule to effect maintenance/repairs would calculate out to a higher annual cost per resident. A dues/fee structure less than what this data-driven methodology advises, would not put the community on a practical and achievable path forward. (Note: this estimate includes a "short-dredge" of the lagoon channel from the river to a distance ~50ft past the ramp - thus enabling viable boat launch/recovery. It does not include funding to dredge the entire lagoon as the lagoon is not HCSA property).
Through years of not adequately resourcing the HCSA, the finger-pier/ramp/bulkhead are in such bad shape that they pose a safety hazard. Additionally, if the lot/structures lapse into a state of disrepair the county could move to take it over - we would lose it. Proper maintenance/repair ensures prolonged members use, a safe pier/ramp, and continual boating access to the river. It also provides a nice boost to all our property values. (Very few communities along the Patuxent have a beautiful exclusive pavilion and boat ramp within a few hundred yards of their homes!)
- Abington Cove is beyond the purview of the HCSA (we only own our lot) however...
- Grants: Maryland offers grants for historical sites and waterfront projects - but we do not qualify since we don’t have a historically significant structure like a courthouse or school building, and our pier/ramp is for HCSA members only (waterfront grants are for public access ramps/sites).
- Special Tax District: We do qualify to become a Special Tax District but will require a positive YES vote from 75% of all Holland Cliff Shores residents to apply.
